[WM]: an attack to text watermarking

Dear all,
I have one basic question to text watermarking.

A document is watermarked before publication. if the watermarked doc is transcribed manually by a person, that is, he uses a pen to
write down the document into a paper, he may publish the transcribed paper for his sake. I am wondering the watermarking tech can
resist such an attack?
