Please refer to Digital Video Watermarking, Technical overview by Microsoft Research. According to the paper, its difficult for
normal watermarks to survive rotation. But the watermark they have developed can survive upto 10 deg. of rotation. I think its
problem oriented and depends on host and watermark properties.
