[WM]: How to recognize the owner of the GIS-data

   Dear Watermarkers,
  First, I thanks for watermarker who help me to classify the difference between wartermarking and stegranogaphy.
  Now I am doing the thesis about "watermarking in GIS - data". The purpose of my thesis is how to recognize the authentication of
person who is the owner of GIS-data.
  But I have a problem when I embeded the information into the GIS-data. This data is watermarked data. When another using
watermarked data, they can also embeded the information into the watermarked data again. In this case, we will confuse who is
exactly the owner of GIS-data.
 
Please help  me how to resolve this problem.
