Take a look at Image Power and Leadtools. Both are offering commercial = software of JBIG2, not sure you can get source code
though. 

 

Or you may consider JBIG1, which you could download JBIG-KIT from Dr. = Markus Günther Kuhn's web site

However, I can not find the source code of jbig2 through searching the = webs.

Could anyone kindly give me the link to the source code of jbig2.
