[WM]: data hiding using watermarking

Hello watermarkers,
 
Are watermarking algorithms used in data hiding for covert communication? Is there any specific watermarking application which needs
higher payload of data to be embedded. Can any one tell what is the highest data payload embedded in an image till now? 
 
Is 960 bits embedded in an 240x128 image is good enough? For making a paper on it what requirements does it should satisfy in this
case?
