There is no explicit deadline for the Transactions in general. The first issue is planned to come out by the end of June 2006. Hence
you can submit your manuscript any time now even for the first issue. If your manuscript misses the first issue it can be considered
for the second issue, which is expected to come out by the end of 2006.
