You might be interested in work that BBC Research and Development department did. There was a project called ATLANTIC. One of its
primary concerns was the effect of re-encoding. Go to bbc.co.uk/atlantic. You will find that many of the publications there are
about avoiding re-encoding, but I hope that there will be something that will at least give you more insight into the problem.
