[WM]: Vector Quantization vs. Scalar Quantization



Hello Everyone
 
Can anyone tell the difference between scalar quantization and vector quantization watermarking
 
According to my understanding scalar quantization is where single value of a coeffcient is scaled to represent one watermark bit and
vector quantization is where multiple values are scaled to represent one watermark bit. Am i correct or wrong??????
 
I was reading paper of Peter Meerwald, "Quantization Watermarking in JPEG2000 coding piepline", where the author says for the detial
subbands 256 coefficients are quantized to represent one watermark bit. So i am confused whether it is vector quanitzation or scalar
quantization becuase the algorithm uses uniform scalar quantization with step size delta. 
 
Can anyone please clarity this doubt.
