[WM]: Image Scale Normalization

Hi all,

   If anyone had read the paper : 
"Geometric Invariance in Image Watermarking" IEEE Trans. on Image Processing, Vol. 13, No. 2, Feb. 2004

   In this paper, authors have proposed an Image normalization system for affine manipulations.
Can anyone explain me how to implement the Scale normalization procedure authors have proposed.
If anyone can provide more clear information on scale normalization that will be very helpful.
