Actually speaking it depends upon perticular algorithm you r using for example cox et al selects first 1024 dct/fft coefficient in
order of decreasing magnitude excluding dc. In spatial spread spectrum technique that will be no. of pixals/chip-rate etc. But in
any case you wont have payload-length or size of mark greater than size of image. 
 
But Generally you can say pay load depends on application -like in  captioning watermark you want as larg payload as possible,
imperceptibility-the more the payload it is more likely to have perceptibile distortions in watermarked image, robustness-if you
consider final mark as repeated version of one mark. I dont think length of mark afftect the security of mark-marking algorithm. but
i dont know exactly.
