[WM]: How to determine the middle-frequency coefficients of the whole dct?

Hi,
can anyone explain me how to determine the range of the middle-frequency coefficients (FM) in the DCT on whole image, not dct
8x8 blocks, to be suitable coefficients for the watermarking process?

I have applied the DCT on entire image (for luminance component) and I want to determine the range of middle frequencies to select N
of them and insert a watermark ("Spread Spectrum for multimedia watermarking"- Cox et al.)

Thanks.
tpj
