You can find Turbo-TCQ code in C++ here :

It has been used for public-key watermarking here :

Porting it to Matlab should not be a problem. Turbo-TCQ is known to
provide dramatic improvement in the field of watermarking.

PS : You'd better use IT++ ( http://itpp.sourceforge.net ) for it relies
on the same linear algebra routines as Matlab. It is free and portable.
Also, many channel coding algorithms are available (among many other
things).
