[WM]: MPEG work on "Evaluation Methods for Persistent Association Technologies"

Dear watermarkers,
as part of its MPEG-21 standard, MPEG has created a Technical Report "Evaluation Methods for Persistent Association Technologies"
covering methods to assess audio watermarking and audio fingerprinting technologies.

MPEG is currently considering to extend this Technical Report (TR) to also cover methods to assess video watermarking and video
fingerprinting technologies, and seeks experts to participate in this work.

The purpose of this "Technical Report" (for an explanation of what a TR is, see the end of this mail) is to allow evaluations of
such technologies to be conducted using a common evaluation framework. This TR is intended to give confidence to those relying on
the results that they are: (i) appropriate tests of the technology that will predict its performance under real-world conditions and
(ii) comparable with results obtained from other tests conducted using the same methodology. The first edition of this document,
formally ISO/IEC TR 21000-11, has been finally approved and awaits publication. An earlier version of the document is available from
the MPEG home page:

As subscribers to the watermarking world email reflectors, you are amongst the most knowledgeable about watermarking techniques as
well as the requirements of the watermarking community and we have two questions that you may be able to help MPEG with:

1./ Would a TR describing evaluation methods for video watermarking and/or video fingerprinting be of interest to you and your
company? Only when MPEG determines that there is sufficient interest in such a TR will MPEG actually be able to commit to starting
the work. (Similarly, MPEG only started work on the audio side after sufficient interest was shown in the audio community).

2./ Would you be interested in working with MPEG experts on this technical report? Again, only when there is sufficient support from
industries will MPEG be able to do the work.

If you have any further question, please do not hesitate to drop me a line.

Regards,
Niels Rump and Hae-Kwang Kim
Co-chairs of MPEG's PAT activity

--- Definition of a Technical Report ---

A TR such as ISO/IEC TR 21000-11 contains information such as "a model/framework, technical requirements and planning information, a
testing criteria methodology, factual information obtained from a survey carried out among the NBs, information on work in other
international bodies or information on the "state-of-the-art" in relation to standards of national standards bodies on a particular
subject". A TR is not a normative specification.
