[WM]: AKAI fast code for DCT on NxM images

Hi,
   in a email to this forum, someone (in 1999) refers to AFAIK fast code for DCT on NxM images (N,M not a power of two).

Anyone knows a site to download (or some papers) AFAIK code or similar to apply fast DCT without N,M=power of 2? I cannot find it
searching in the net.

Has anyone used this code to apply fast DCT to entire image and insert, then, a watermak, i.e. using Cox method?
