[WM]: Find N largest coefficients into DCT on entire image or DCT 8x8 blocks

Hi,
  can anyone explain me if to insert a watermark into a imag= e using the Cox algorithm is the same to do with DCT on entire image
or = usign DCT
8x8 blocks? 

My doubt is about to determine the largest N coefficients of=  the DCT. I thought that was identical find first N largest
coefficients=  of the DCT on the entire image than on the DCT 8x8 blocks, but I am not=  sure.  I have a problem, sended in a
previous mail, with JPEG compres= sion with quality above the standard (75%) after insert a watermark in= to a image and I think it
will be relationed with this question.
