Take a look at the following paper  (you can download it from my geocities web page listed
in my sig below).

M. L. Miller and J. A. Bloom, ``Computing the Probability of False Watermark Detection'',
Proceedings of the Third International
Workshop on Information Hiding,  pp. 146-158, 1999.

In section 3.2 of this paper, we show how you can estimate the probability of false
detection after assuming that the distribution
of  Z values is approximately Gaussian.  You can then use this to set the detection
threshold for a desired probability of false
detection.
