The requirements to steganographic methods should be established before applying steganography to medical imaging. Some
requirements are:

* Medical information in an image should remain valid. It is necessary to change the image data to embed data into the image.
These changes should not change the perception of the image. If a steganographic method changes the diagnosis based on a medical
image, neither the image nor the steganographic method is usable.

* Steganography must preserve the quality of images.  The medical staff must have confidence in what they see, when using medical
images with hidden data. It is therefore essential that methods in use have successfully been tested on a large amount of medical
images.

* Medical images come in a lot of different modalities, such as X-ray, CT, MT, and ocular fundus images. A method complying with
the requirements in one modality does not necessarily comply with requirements in other modalities. Therefore the steganographic
method should be tested on all of the target modalities.

* Commercial products now use algorithms on digital medical images to help the medical staff. A steganographic method should not
result in a different diagnosis when these algorithms are used on an image containing hidden data.

* The field of medical imaging today has a number of standards in both image and data formats. The use of steganographic methods
should integrate with systems supporting these standards.

* Steganographic methods should comply with the legislation within the field of medical imaging.
